The Historic Agreement to Regulate Military AI: A Step Towards Responsible Innovation

A Historic Declaration
On November 1, US Vice President Kamala Harris unveiled a declaration signed by 31 nations to establish guardrails around the military use of AI. Though not legally binding, this historic declaration is the first significant agreement between countries to regulate military AI voluntarily. The signatories pledge to ensure military AI stays within international laws, develop the technology cautiously and transparently, avoid unintended biases in AI systems, and continue discussions on responsible development and deployment of the technology.
We initially drafted the declaration following a conference focused on the military use of AI in The Hague in February. The nations behind the declaration have agreed to reconvene in early 2024 to continue the discussions.
The 31 signatories are US-aligned nations, including the UK, Canada, Australia, Germany, and France. The list must include China or Russia, perceived as leaders in developing autonomous weapons systems, and the US. However, China did join the US in signing a declaration on the risks posed by AI as part of the AI Safety Summit coordinated by the British government.
Concerns and Challenges
While the declaration does not seek to ban any specific use of AI on the battlefield, it emphasizes the importance of transparency and reliability in military AI systems. One of the critical concerns is the potential for a malfunctioning AI system to trigger an escalation in hostilities.
The same day the declaration was announced, the UN General Assembly approved a new resolution on lethal autonomous weapons. This resolution calls for an in-depth study of the challenges raised by such weapons. It seeks input from diverse stakeholders, including international and regional organizations, civil society, the scientific community, and industry.
Future of Military AI
Militaries around the globe have been increasingly interested in AI, particularly in light of the rapid deployment of new technologies on the battlefield in Ukraine. The Pentagon, for instance, is experimenting with incorporating AI into smaller, cheaper systems to enhance its capacity to detect threats and react swiftly.
Despite the potential benefits, the ethical and safety concerns surrounding the use of AI in military applications continue to stimulate intense debate among experts and policymakers. Hopefully, this declaration and ongoing discussions at the UN and other forums will help pave the way towards responsible and ethical use of AI in military systems.
